Yes. Afghanistan is not on the UAE's visa-free or visa-on-arrival list, so you cannot board a flight to Dubai without an approved e-visa. The visa is issued electronically as a PDF and linked to your passport number. Airlines check it at the departure airport and will refuse boarding without it.
The UAE government does not issue visit visas directly to individuals. Your application must be filed by a sponsor. For tourists, that sponsor is normally a GDRFA-registered travel agency such as Dubai E Visa Online. The agency submits your file, pays the government fee, and receives the approval on your behalf. The Dubai visa for Afghanistan price depends on the visa duration and the number of entries. The total you pay has up to four parts:

All prices are in US dollars, per person, and match our homepage and Dubai visa fees page. Your card issuer converts the amount to your local currency at its own rate. If an agent quotes you far below these figures, be careful. Government fees cannot be discounted, so an unusually cheap quote usually means hidden charges later or a fake visa. Extensions are priced separately: the 30 Day Inside A2A Visa Extension starts from $450, the 60 Day Inside A2A Visa Extension from $550, and the 90 Day Visa Extension from $750 per person. Multiple-entry 60-day visas and the 90-day leisure visa cannot be extended.
The visa price does not cover flights, hotel bookings, or the cost of extending your stay. It also does not cover overstay fines. To apply for a Dubai visa for Afghan citizens, you must meet these basic conditions:
Afghan applicants living outside Afghanistan — for example in Pakistan, Iran, Turkey or India — can apply from their country of residence. You may be asked for a copy of your residence permit in that country in addition to your passport.
Upload clear colour scans. Blurred or cropped documents are the single most common reason an Afghan application is returned.
You do not need to send your original passport anywhere. The visa is electronic. You can follow progress at any stage using our guide on how to check Dubai visa status online. Once approved, check whether your airline needs an OK to Board confirmation, which is common on routes from Kabul, Islamabad and Tehran.
Standard processing for 30-day and 60-day visas is three to four working days after GDRFA receives a complete file; the 7-day, 14-day and 48-hour options are typically decided in one to two days. Afghan applications are sometimes referred for additional security review, which can add several working days. We recommend applying at least two weeks before your travel date.
Express processing is not consistently available for Afghan passports. Any agency promising a "24-hour guaranteed" Dubai visa for Afghan citizens is making a promise it cannot keep. Approval and timing sit entirely with GDRFA.
Searches for a UAE visa for Afghans and a Dubai visa for Afghanistan usually mean the same trip, but the issuing authority differs. A visa sponsored by a Dubai-based company is processed by GDRFA Dubai. A visa sponsored from Abu Dhabi, Sharjah or another emirate is processed by the federal Identity and Citizenship Authority (ICP). Both visas allow entry to all seven emirates.
