A leading Dubai health authority officer has said that Dubai residents who have failed to provide compulsory health care by December 31 are subject to a fine of 136 USD a month when the period is January 1 next year.

It is a Dubai Health Authority (DHA) initiative to implement sustainable healthcare for all nationals, residents, and visitors in Dubai. Isaac means "bringing happiness in Arabic." The obligatory Essential Benefits Plan (EBP) was initiated on June 30, 2016, in 2014 for lower-salary band employees and employees. 

The final phase concluded for employers with fewer than 100 employees, staff, and domestic assistance. This scheme shall ensure access to good-quality healthcare at a reasonable cost to all children, low-income workers, non-working residents, and households. Is EBP Required for the dependents?

Yes

  • If you have uninsured employees (spouse, children, elderly parents),
  • If you use domestic assistance (and earn less than 1089 USD per month),

No

  • If your employer ensures your dependents
  • If you have insured them in a higher-covered separate insurance scheme

Need of EBP

Exactly this: essential benefits at reasonable costs, standardised prize packages from 176 USD through 197 USD per year. This is the best option for expats who cannot afford health insurance because of exorbitant rates for their non-worker wife or elderly parents. This will reduce the costs of healthcare for regular diseases, controls, emergency treatments, and other routine medical needs.

EBP may not be suitable when you want more geographical or medical coverage from your coverage or if you want your annual medical coverage to have a higher limit. The fundamental plan is not valid outside the UAE, and therefore no treatments abroad are covered.

Who needs insurance?

Elderly parents, your wife, children, and household assistance must be insured one way or another. Because of clear health reasons, the health insurance premium is higher, and the premium is higher for older parents (under 65 years), who are regarded as most prone to pregnancy.

Premium Range 

Every year, DHA announces that the participating EBP insurers must comply with premium ranges. It's gone from 176 USD to 197 USD this year. (Insurers have a higher premium EBP plan for employees earning more than 1089 USD.)

For dependants

General group not working between zero and sixty-five years: 176 USD

Medical coverage

For all claims, the EBP fundamental plan includes a maximum annual limit of 40800 USD.

Basic

  1. Inpatient therapy, including testing, operation, and diagnosis, with an insured payment of 20% for non-urgent medical therapy. This amount is not exceeding 136 USD or a maximum of 270 USD per annum per encounter.
  2. Out-patient therapy: routine exam, diagnosis, therapy, with 20% insurance payable.
  3. Laboratory tests, physiotherapy (up to six per year) and radiology tests with insured payments of 20 percent.
  4. Preventive medicine or immunisation procedures for newborns and children
  5. Medicines: up to 408 USD per person, including 30 percent payable by insured per prescription
  6. Emergency ambulance and health care service during emergency

Maternity

  1. Antenatal blood tests, three antenatal ultrasounds, and eight insurance-payable pre-posting visits cost 10%.
  2. The normal cost of delivery is up to 1905 USD and the emergency cost of Caesarean is up to 2722 USD, 10 percent of which is paid by the insured.
  3. In neonatal tests, screening, and other tests, a newborn child will be covered by the mother's insurance scheme for 30 days from the date of birth.

Pre-existing Conditions

You have to declare these at the time of the insurance request in cases of pre-existing or chronic medical conditions. After six months of waiting, the insurer will then provide full coverage. Every emergency health care claim associated with conditions will, as with all other claims in this scheme, be covered during that waiting period.

Geographical coverage

The Dubai EBP Basic Plan covers all the above in Dubai and emergency therapy in Abu Dhabi or other Emirates. You should talk to your insurance company about it. This scheme is restricted to the basic plan covered by the UAE.
