I could not find an authority page confirming the exact date of entry into force or any later change. Confirm the terms with UAE immigration channels, the UAE Embassy that handles Kosovo matters, or your airline before you book.
Keep these points in mind:
- Passport matters. The exemption is tied to Kosovo passports. If you travel on a different passport, such as a second nationality, that passport's rules apply.
- Purpose matters. The reported purposes are business, tourism and cultural exchange. Employment is a separate matter.
- Airlines may check. Carriers can set their own document checks at departure. Ask your airline what it will want to see.

The 60-day products are listed as single entry from $422 per person and multiple entry from $700 per person. Both show a 60-day stay and 60 days of validity. The single-entry product is marked as extendable by up to two weeks, and the multiple-entry product is marked not extendable.
These suit a traveller who needs a pre-arranged visa and plans a longer visit. For an ordinary Kosovo passport holder on a standard holiday, there may be no reason to buy one.
