14 Day Business Visa
E-visa • Single Entry
Holding a Russian passport gives you a clear advantage when planning a Dubai trip. Under a reciprocal agreement in force since 17 February 2019, Russian citizens can enter the UAE without a visa for up to 90 days. If you live in Russia on a different passport, the answer depends on your own nationality, and you may need to apply for a Dubai visa online through a sponsored application. This page helps you work out which group you belong to before you pay for anything.
It is written for two kinds of reader. The first are Russian passport holders asking whether they must buy anything before flying from Moscow or another Russian city. The second are people living in Russia on another nationality who need to know which UAE entry route applies to them. We keep the groups apart because living in Russia and holding a Russian passport are different things. UAE entry follows your passport nationality, not the country you fly from.
DubaiEvisaOnline is a private online visa service. We are not the UAE government or a UAE immigration authority, and final decisions rest with UAE immigration. Entry rules can change, so confirm the latest details with your airline before you travel.
At a glance
| Your situation | What generally applies |
|---|---|
| Russian passport, tourism, family visit or short trip | Visa-free, up to 90 days within a 180-day period |
| Russian passport, planning to work, study or live in the UAE | Not covered by visa-free entry; the correct permit is needed |
| Another nationality, living in Russia | Depends on that passport; check eligibility first, then apply online if a pre-arranged visa is needed |
The UAE Ministry of Foreign Affairs publishes the terms of the agreement. Nationals of both countries who hold a valid passport with at least six months' validity, and who do not intend to work, study or reside in the other country, are exempt from visa requirements. They may enter, transit through or stay in the UAE for up to 90 days. The total stay may not exceed 90 days within any 180-day period, and crossings must be made through international passenger checkpoints.
For most holidays, family visits and short trips, that means no application, no e-visa and no embassy appointment. You present your passport at UAE immigration.
This matters because some websites still tell Russian travellers that a tourist visa is mandatory. Before you pay for any permit, check whether your plans fit the exemption. We would rather you travel correctly than buy something you do not need.
Three terms are often confused:
Once you have used 90 days within that period, you must leave. Re-entry is described as possible only after the 180 days from your first entry have passed. Some third-party summaries describe a rolling window instead, so plan conservatively.
Here is an example. A traveller from Moscow first enters on 10 January and stays 60 days. A later 30-day trip in April would use the remaining allowance, and after that the traveller should not plan a return until the 180 days from 10 January have passed. If your plans sit near the limit, confirm the position with your airline or UAE immigration before you book.
Visa-free does not mean paperwork-free. Officers keep discretion on arrival, and airlines check documents at the Russian departure airport. Prepare:
For Russian nationals, a paid permit is the exception. The agreement's own wording points to the situations where visa-free entry stops being the right tool:
If you are unsure which category fits, talk to our support team with your dates and purpose first. For a broader overview, read this guide to UAE visit visa types.
Transit is covered by the same agreement, so a Russian passport holder changing flights in Dubai is generally in the same position as a visitor.
Many Russian holidays to the UAE are escapes from the cold season, and for these trips no tourist visa purchase is needed. People searching for a Dubai tourist visa from Russia are often following guides written for nationalities that must apply. They do not describe your position.
Keep your passport, return ticket and hotel details together, and read the tourist visa guidelines to see what visitors may and may not do. Visitor entry is for leisure and short visits, and it does not authorise employment.
Visiting relatives, friends or business contacts in the UAE also fits visa-free entry, as long as the stay is short and you do not plan to work. Short meetings and events are commonly attended on visitor entry. Earning income or taking up a role in the UAE is a different matter and needs the right authorisation.
People often ask about a 30 day Dubai visa for Russian citizens or a 60 day Dubai visa for Russian citizens. Both are shorter than the free 90-day allowance, so they are not worth buying for an ordinary trip. Those durations are mainly for nationalities that cannot enter visa-free.
Living in Russia does not give you Russian entry rights. A Russian citizen in Moscow, a foreign professional in St. Petersburg and a visiting student in Kazan can fly on the same route and face different rules.
| Who you are | Rule that applies | What to do |
|---|---|---|
| Russian citizen | Visa-free under the UAE–Russia agreement | Travel with a valid international passport |
| Other nationality that is visa-exempt in the UAE | Depends on your passport's UAE entry category | Check your passport's category before booking |
| Nationality that needs a pre-arranged visa | A sponsored visa before travel | Apply online with your passport and photo |
A Russian residence permit does not replace your passport at UAE immigration. It proves where you may live, not whether you may enter the UAE.
Foreign professionals, students and family members based in Moscow, St. Petersburg and other Russian cities often travel to the UAE on holiday or connect through Dubai. If that is you, do not rely on a colleague's experience, because their passport may sit in a different category.
Our application form asks which nationality you hold and which country you live in. You choose your passport nationality and select Russia as your country of residence, and the options and prices shown reflect that combination.
The same logic applies to any Dubai visa for foreign residents in Russia, whether you work, study or live there with family. Check each family member separately, since a spouse and children may hold different passports. Also confirm the Russian-side rules for leaving and re-entering on your permit, because the UAE decides entry only for the UAE.
Before you apply, check five things:
Many European passports are generally visa-exempt for short UAE visits, while other nationalities need a pre-arranged visa. Because lists change, confirm your passport's current position with your airline before booking.
What you need depends on whether you travel visa-free or apply through a sponsor.
| Document | Russian passport holder, visa-free | Sponsored application (other nationalities) |
|---|---|---|
| Passport | International passport, valid six months or more | Clear bio-page scan, six months or more validity, at least four blank pages |
| Photograph | Not needed in advance | Recent colour photo, plain white background; black and white is not accepted |
| Flight details | Return or onward ticket | May be requested; we recommend booking flights after approval |
| Accommodation | Hotel booking or host's details | Hotel details, or the host's Emirates ID when staying with family or friends |
| Other | Proof of funds if asked; travel insurance is wise | Russian residence documents may be requested |
Most avoidable delays come from the same few errors:
This section applies to applicants whose passport requires a sponsored visa, typically foreign nationals living in Russia. A Russian citizen on a short visit does not need it.
A Dubai visa application for Russian citizens uses the same form, but because Russian passport holders do not need one for short visits, confirm your reason with support before paying. Many people begin by typing something like Dubai visa application online Russia into a search engine, so check that the page you land on reflects your actual nationality.
If you do need a sponsored visa and your flight is close, the express Dubai visa service is designed for tighter timelines. Speed depends on your nationality, the category and how complete your documents are, so treat any express timeline as a target, not a promise.
After you apply, follow your application on the Dubai visa status page using your application ID. For a walkthrough, see how to check Dubai visa status online. Avoid non-refundable bookings until you have approval, because the decision belongs to UAE immigration.
For a Russian passport holder entering visa-free, there is no visa fee for the entry itself. You pay only for travel, accommodation and any insurance you choose. If a website charges a Russian passport holder for a visa on a normal short trip, ask exactly what the fee covers.
If a sponsored visa is needed, the final amount depends on:
Anyone comparing the Dubai visa cost from Russia should know there is no single figure, because the cost depends on which group you are in. A realistic Dubai visa price for Russian citizens on an ordinary holiday is nothing, since no visa is bought. For applicants who do need one, the exact amount appears on the application page before you pay.
One Russia-specific point: payments can be complicated by restrictions on Russian-issued bank cards when used abroad. Check which payment methods are accepted before you start, and do not assume your card will work. If a payment page freezes, confirm whether the first attempt went through before paying again.
For Russian passport holders travelling visa-free, there is no visa to process. Immigration checks happen when you arrive.
For sponsored applications, timelines depend on the category, the authorities' review and the quality of your submission. Common short-stay options are generally listed in the range of one to a few working days, while longer-term categories take far longer. The expected timeframe for each category is shown on the application page.
Practical advice:
No processing time or approval is guaranteed.
Keep the three concepts apart:
| Concept | Visa-free Russian entry | Typical sponsored visa |
|---|---|---|
| Permitted stay | Up to 90 days in total | The days printed on your visa, such as 30 or 60 |
| Validity | Governed by the 180-day period | The period in which you may enter, which can be longer than the stay |
| Entries | More than one, within the 90-day cap | Single or multiple, depending on the category you chose |
A sponsored 30-day single-entry visa may have a longer validity window to enter than the 30 days you may remain. Always read the dates on your approved visa carefully.
Overstaying can bring daily fines at departure and complications on later trips. Count your days before your return flight, and if you will need more time, arrange it before your permitted stay ends.
Moscow is the natural reference point for a trip from Russia, and it has several airports with direct Dubai service. Flight-comparison sites list direct flights by Emirates, flydubai and Aeroflot, with services reported from Sheremetyevo, Vnukovo and Domodedovo. A nonstop flight takes roughly six and a half hours. Schedules change often, so check the current timetable with the airline. We make no claims about how many travellers use any airport or city.
Practical points for travellers:
Example scenario: A family in Kazan includes two parents with Russian passports and a grandmother who is a foreign national living with them. The parents prepare their international passports and travel visa-free. The grandmother checks the rule for her own passport and applies online if it requires a visa, waiting for approval before the family buys non-refundable tickets. Each child travels on their own passport.
If you applied for a sponsored visa and something goes wrong, work through it in order.
If your application is delayed: check the status page first, confirm your documents were clear and complete, and contact support with your application ID. Do not buy flights you cannot change.
If your application is rejected: read the reason before reapplying. Common causes include unclear scans, name mismatches, an expiring passport and earlier immigration issues. Our guides to the common reasons for Dubai visa rejection and what to do after your visa is rejected explain next steps. Resubmitting the same application unchanged rarely helps.
If you are close to your limit: Russian travellers near the end of the 90-day allowance should seek advice before the limit passes. Overstaying costs more than planning early.
If you are unsure whether you need a visa at all: that is the most common question we see from Russia. Tell us your passport nationality, your residence status and your travel purpose, and we will tell you plainly whether you need to apply.
