Before you pay for anything, here is the most important fact about the Dubai visa for Romania citizens: the UAE Ministry of Foreign Affairs currently lists Romania as "Visa Free", so a Romanian passport holder generally does not need to buy a visa for a short visit. The people who do need to apply for a Dubai visa online from Romania are mostly foreign nationals living in Romania whose own passports are not exempt, and some of them may qualify for a newer visa-on-arrival route instead. This page separates those groups clearly: Romanian passport holders, residents of Romania with other passports, and travellers whose rules depend on a residence permit. It then walks through documents, fees, timing and travel planning from Bucharest and other Romanian cities. As of 6 October 2026, the UAE Ministry of Foreign Affairs entry-requirements page marks Romania as "Visa Free". Several travel-data sources report the permitted stay as up to 90 days within any 180-day period, but the ministry page itself does not spell out the limit, so confirm the current allowance with your airline or UAE authorities before planning a long trip.
You may have seen websites, including older pages, saying Romanian citizens must buy a UAE visa. The ministry's current list is the more authoritative source. Check it before you pay for any visa you may not need.

Visa-free means you do not need a pre-arranged visa for a short visit such as tourism, visiting family or friends, or a brief business trip. It does not mean there are no conditions. The UAE immigration authority decides on entry at the border, and airlines check your documents before boarding.
Travel-data sources commonly give six months of remaining passport validity as the expectation for the UAE. Because airlines apply their own checks, confirm this with your carrier when you book. A Romanian passport that expires within the year is worth renewing before you travel. Carry your passport itself: the UAE is outside the EU, and Romanian national ID cards are designed for travel within Europe.
Visa-free visitors should expect to show they intend to leave, typically with a return or onward booking. Airlines at Bucharest and other airports may ask for it at check-in.
A visa-free visit is for short stays. It does not allow you to take up employment, study, or live in the UAE. Those need separate authorisation, usually arranged through a UAE employer, institution or sponsor before you arrive. This is the audience for whom a Dubai visa application from Romania matters most. Romania hosts students, workers, business owners and families from many countries. If you are one of them, your Dubai visa for Romania residents question depends entirely on the passport in your hand.
A Romanian residence permit does not make you visa-free, and it does not create a special visa category. Read the UAE Ministry of Foreign Affairs list for your own nationality. For example, Moldova, Türkiye, Nepal, Sri Lanka and Bangladesh are all listed as visa required, while other nationalities living in Romania may be listed as visa free. Living in Romania changes neither answer.
On 25 June 2026 the UAE announced an expanded visa-on-arrival scheme. Ordinary-passport holders from Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa, along with accompanying family members, can obtain a 14-day or 60-day visa on arrival if they hold a valid residence permit from one of these places: the United States, a European Union member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada.
Romania is an EU member state, so a valid Romanian residence permit can be the qualifying document for those six nationalities. According to the announcement:
If you fall into this group, compare your options honestly. Visa on arrival can be simpler and cheaper if you are clearly eligible, while a visit visa arranged in advance may suit you if you want certainty before you buy flights, if your residence permit is close to expiry, or if you do not meet the conditions.
If you hold both a Romanian passport and another one, such as Moldovan, the entry rules follow the passport you travel on. Use the same passport for the booking, check-in and border control.
Each traveller needs their own valid passport and, if a visa is needed, their own application. A Romanian child travelling with a parent on a different passport follows the child's own passport nationality.

The 14-day business visit is intended for short meetings and trade-related trips. It does not allow employment in the UAE.
Transit visas suit travellers who want to leave the airport during a long layover. If you only stay airside between flights, you may not need one. Check your ticket routing and your own nationality's rules.

Applicants living in Romania on a foreign passport sometimes upload their Romanian residence card by mistake in place of the passport bio page. The application is made against your passport. Your permit is a supporting document, not a substitute.
Romanian documents write dates day-month-year, while some online forms expect a different order. Enter dates exactly as the form requires. Romanian names often contain diacritics such as ă, â, î, ș and ț, but the machine-readable lines of your passport use plain letters, so copy the spelling printed there.

The application does not depend on which Romanian city you live in. What matters is a clear passport scan and a card that works for international online payments. If you live in a smaller town, you submit the same way.
Flight-search sites list non-stop flights between Bucharest Henri Coandă airport and Dubai, with flydubai consistently listed. Other carriers appear in some listings, and schedules change, so check airline websites directly rather than relying on a single source. From other Romanian cities such as Cluj-Napoca, Timișoara or Iași, you may need to connect, often through Bucharest or another European hub.
This affects your planning in practical ways.
Check the rules for your own passport first. A Romanian passport holder booking a Bucharest–Dubai flight does not need a visa for a short stay, but a Moldovan or Nepali passport holder on the same flight does.
Do not buy a visa you may not need. Paying for a visa before checking the UAE list is the most common avoidable cost for travellers from Romania.
Allow time for connections. If you connect through another country, check that country's transit rules for your passport.
Match documents to the airline's checks. Airlines in Romania may ask for your passport, return booking and, for non-exempt passports, your approved visa before check-in.

For example, a 30-day single-entry visa listed with 60-day validity must be used within 60 days of issue, and once you enter, you can stay for up to 30 days. After you leave, the single-entry visa cannot be used again.
The same logic applies to visa-free entry, but the limit is different. For Romanian passport holders, the commonly reported allowance is up to 90 days within any 180-day period. Count every day spent in the UAE across trips, not just a single visit.

None of these permits work, study or residence. If you plan to work in the UAE, the employment authorisation is arranged through your employer, not through a tourist or visit visa.
Most problems we see are avoidable. These are the ones to check, with the situations behind them.
Paying for a visa on a Romanian passport. A traveller from Cluj-Napoca who holds only a Romanian passport and plans a one-week holiday is listed as visa-free. Paying for a visit visa is not normally necessary. Check the UAE list first.
Assuming a residence permit equals a Romanian passport. A student in Iași on a Nepali passport is in a different position from a Romanian classmate on the same flight. The Nepali passport holder needs a visa before travelling, and the Romanian permit does not change that.
Assuming every foreign resident needs a visa. A Filipino or South African national living in Bucharest with a valid Romanian residence permit may qualify for the June 2026 visa-on-arrival route instead. Read the conditions before you spend money on an application.
Letting the residence permit lapse. If your eligibility depends on a Romanian permit, renewing it late can change your options. Check its expiry date alongside your passport.
Mixing passports. Dual citizens sometimes book with one passport and check in with another. Choose one and use it consistently.
Uploading the wrong document. The application is made against your passport bio page. Do not upload a residence card or national ID in its place.
Booking tickets first when a visa is required. If your passport is not exempt, wait for approval before paying for non-refundable flights from Bucharest or elsewhere.
Treating visa-free as unlimited. Plan around the reported limit of 90 days within any 180-day period, and confirm it before long stays, such as a winter spent with family in the UAE.
If you applied because your passport requires a visa, small mistakes cause most problems: an unclear scan, mismatched names, a passport close to expiry, or an uploaded document in the wrong place. If your application is delayed, check its status and respond promptly to any request for corrections.
