The honest answer is "it depends on how long you stay and what you plan to do."
Kazakhstan and the UAE signed a visa-free agreement in 2017. It was described at the time as allowing Kazakh citizens up to one month in the Emirates. UAE visa-policy summaries date the change to March 2018. In practice, Kazakh passport holders on a short holiday or family trip have generally been able to enter for up to 30 days without a pre-arranged visa.
Some online visa agencies describe Kazakhstan as a "visa required" country, and rules do change. Before you book, confirm your situation with your airline, the UAE embassy in Astana or the UAE's official immigration channels.

Dubai Visa for Foreign Residents in Kazakhstan
Many people live in Kazakhstan without being Kazakh citizens. Examples are oil and gas professionals in Atyrau, engineers and teachers in Astana, students in Almaty and business travelers across the country.
For them, the Kazakh exemption does not apply. A UAE entry permit is based on passport nationality, so a residence permit in Kazakhstan does not by itself create visa-free access. For example:
- A passport from a country that is itself UAE visa-exempt may let you enter without a prior visa.
- A passport from a country that needs a UAE visa means you will need one, and you can apply from Kazakhstan.
- Your Kazakh residence status may be relevant as supporting information in your application. It does not replace the nationality rule.

Dubai tourist visa from Kazakhstan: 30 days or 60 days?
A 30-day single-entry visit visa suits most holidays, family visits and city breaks. The 60-day option fits longer family stays or combined leisure and business trips. Choose based on your actual dates, because a visit visa is not meant to be stretched beyond the permitted stay.
Dubai visit visa for Kazakhstan citizens: family and friends

Business visits
A short business visit, such as a meeting, an exhibition or a negotiation, is different from employment. A visit visa does not authorize you to work in the UAE. Taking up a job or running a business there needs the correct work or residence authorization.
Transit travelers
If you are passing through Dubai to another country, a 48-hour or 96-hour transit visa may be the right category. Whether you qualify depends on your onward ticket and flight timings.
Visa Validity, Permitted Stay and Number of Entries
These three things are often confused, so here they are separately.
- Visa validity is the period in which you must enter the UAE after approval. On our 30-day and 60-day visit visas this is 60 days from issue. For transit visas it is 30 days.
- Permitted stay is how long you may remain after entering, for example 30 or 60 days. The stay counts from your arrival date.
- Entries are single or multiple. A single-entry visa is used up when you enter. A multiple-entry visa lets you leave and re-enter within its validity.
An example. You receive a 30-day single-entry visa today. You have up to 60 days to enter the UAE, and once you arrive you may stay up to 30 days. If you wait 50 days to travel, your stay is still 30 days from arrival, as long as you enter before the visa validity ends.
Dubai Visa Documents Required for Kazakhstan Citizens
For an online application you will normally need:
- Passport bio page. A clear scan, with at least six months of validity remaining.
- Blank pages. At least four blank pages in the passport.
- Passport-style photo. A clear color photo with a plain white background. Black-and-white photos are not accepted, and nothing should cover the face or details.
- Travel details. Flight booking details. We recommend booking only once the visa is approved.
- Accommodation details. A hotel booking, or a host's details if you stay with family or friends. A host's Emirates ID may be requested.

Applicants in Kazakhstan are spread across a large country, so the travel context differs by city.
Dubai visa from Almaty
Almaty is Kazakhstan's largest city and has direct flights to Dubai. Air Astana and flydubai both operate nonstop services from Almaty to Dubai, with a flight time of roughly four and a half hours. Air Arabia also flies direct from Almaty, but to Sharjah International Airport rather than Dubai. Schedules change by season, so check the airline's current timetable.
For Almaty travelers, the practical point is timing. If you are applying for a visa, do it before you book non-refundable tickets. If you are relying on the exemption, check your passport validity first.
Dubai visa from Astana
Air Astana and flydubai have both operated nonstop flights from Astana to Dubai. Astana has a large population of foreign professionals and diplomats. If you live there under another nationality, it is worth checking your own passport's UAE entry rules rather than assuming the Kazakh exemption applies.
Dubai visa from Shymkent
Direct flights from Shymkent to Dubai are operated by flydubai, and connections via Almaty or Astana on Air Astana are also possible. If you connect through a third country, check whether your itinerary involves a UAE transit or a full entry before choosing a visa category.
