A Dubai visa for Iranian passport holders has never worked like a simple online form. Iran is not on the UAE's visa-free or visa-on-arrival lists, so approval has always been needed before departure. Since early 2026 the picture has become more complicated, with new entry and transit limits reported by UAE airlines.
This page explains what applies to Iranian citizens today, which visa options exist under normal UAE rules, which documents are usually asked for, and what to check before you spend money or book flights. It is written for people in Iran and for Iranians abroad who want a realistic view, not a promise.

Yes. Under normal UAE rules, Iranian citizens need a visa arranged before travel. There is no visa on arrival and no visa-free stay for ordinary Iranian passports. Dubai is part of the UAE, so one federal visa system covers all seven emirates.
The question most Iranian travelers are really asking now is not "do I need a visa?" but "will I be allowed to use one?" That depends on the entry restrictions above, not only on your paperwork.

Under the current restrictions, reported exemption categories are narrow. Emirates listed Golden Visa holders, spouses of Emirati nationals, children of Emirati mothers, and certain professionals such as doctors, engineers, investors, senior executives, athletes and traders. Airlines and immigration officers verify these categories, and a listed profession does not by itself guarantee entry.

A Dubai tourist visa for Iranian citizens does not allow employment. Working on a visit visa is an immigration violation, and business activity beyond meetings needs the correct authorization.

Tehran is the Iranian city most searchers associate with a Dubai visa application, and it is where many applicants live, but we make no claim about how many travelers come from any one city.
For someone in Tehran, the visa result depends on your passport and category, not on where you live. What differs by location is the practical side:
The same applies to applicants elsewhere in Iran, and to Iranians living in another country who apply on an Iranian passport. If you also hold another nationality, the rules for that passport apply when you travel on it.
Many Iranians searching for a Dubai visa do not live in Iran. If you live in North America, Europe or Southeast Asia, your situation depends mainly on which passport you travel on, not on where you live. Your country of residence affects how you apply, which airlines you can use and what paperwork you can easily get. It does not change how the UAE treats an Iranian passport.
The key rule for dual nationals. A UAE visa and entry decision follows the passport you present. If you hold an Iranian passport and a second passport, the two can be treated very differently. Airlines have described the current entry and transit limits as applying to "Iranian nationals," and how this applies to dual nationals traveling on a second passport has not been clearly explained in public. Do not assume it will work. Ask your airline for written confirmation before booking, and use the same passport for the whole journey.
Iranians living in the US may hold an Iranian passport, a US passport, or both. If you travel on an Iranian passport, the restrictions described above apply in full. If you travel on a US passport, the UAE entry rules for US citizens apply, not the Iranian-passport rules, but confirm the current rule on official UAE channels before you fly. US sanctions rules on Iran-related dealings are a separate legal matter, and we cannot give legal advice on them. Consider asking a qualified professional if your trip involves business, funds transfers or family in Iran.
Iranian-Canadians face the same choice: Iranian passport or Canadian passport. Applicants using an Iranian passport should check acceptance before paying anything. Those using a Canadian passport should verify the UAE requirement for Canadian citizens, and make sure their name, date of birth and passport number are spelled exactly the same everywhere in their booking.
Germany and the Netherlands are home to sizable Iranian communities, and many Iranians in Europe hold residence permits rather than a second citizenship. That distinction matters:
Iranians living in the Philippines, and Iranian-Filipino families, should also apply on the basis of the passport each person carries. Family members can hold different nationalities, so each traveler must be checked on their own document. A Filipino spouse or child does not automatically change how an Iranian parent's passport is treated, unless the person falls within one of the exempt categories that airlines listed (such as the spouse or child of an Emirati national).
A visit visa covers tourism, visiting family or friends, and limited business meetings. It does not cover employment, freelance work or running a business. Medical travel and study need the correct category. If your purpose is not tourism, tell the service so they can advise on the right route.
